This 3rd edition of "From Panglong Spirit to Panglong Promise" paper is the team-work product of the author Khau Marko Ban and research team from PI. This edition was reviewed and revived by PI's researchers for a better referencing and a more systematic research approach with the advices and suggestions from the author. The paper focuses on the author views on the definition of Panglong Agreement and related history. In this paper, the reader will find the valuable historical facts that have not been written in any of history book in Myanmar.
