This animation explains federalism and power sharing between different tiers of governments (federal, states and local governments) in a federal country. It also stresses that different tires of governments in a federal system have separate set of competencies and the power for self-determination and governance. Therefore, indigenous and minority rights such as maintaining local customs, culture and tradition and the ability for drawing and deciding boundary for indigenous land are guaranteed in a federal system. Moreover, in order that those rights can never be taken away, they can be written and locked in constitutions.
